In Tropico 3, this results in a jungle full of rebels, your own generals threatening to launch a coup, and the US navy blockading the island. Basically, in both Tropico 3 and Tropico 4 I've made islands based around having as much heavy industry, mining, and logging as possible while being content to let my people starve and live in shacks without access to health care. Lastly, in Tropico 3 most traits you could choose for your dictator had both benefits and drawbacks, whereas in Tropico 4 numerous traits provide nothing but benefits. People also seemed far more likely to become rebels in Tropico 3 than in Tropico 4 if they got pissed off at you. Tropico 4 also has a feature that lets you pay money to instantly construct a building, which makes any sort of long term development planning and city structuring completely unnecessary because its really easy to change plans at a moment's notice. Its much easier to get everyone to like you in Tropico 4 than it is in Tropico 3, which means you'll never have to worry about losing an election or getting invaded by the US (frequent problems in Tropico 3). The faction tasks feature in Tropico 4 allows you to maintain high standing with a faction as long as you perform their various tasks even if everything else you do goes against that faction's interests. I would say the main difference between the games is difficulty. But now, I would argue that 4 provides the complete experience, making 3 obsolete and you can get the whole package for cheap nowadays. If you owned Tropico 3, at first there weren't many reasons to pay full price to get Tropico 4, since it is basically a glorified expansion pack with piecemeal DLC being sold. If you are a fan of Tropico 1 and 2, I'd recommend buying both just to get fool around with the maps from 3 (there are plenty of outlets providing it for a low price even without discounts). It handholds the player more than Tropico 3 since you are constantly being given missions to tell you what to build rather than giving a general goal of, say, "Reach a high entertainment level" or "Hold office for 30 years" as it was before. Tropico 4 has all the stuff Tropico 3 had but adds natural disasters, more active advisers and faction representatives, buildings, services, foreign powers, etc. While I had a great time with Tropico 3, I can't really see a reason to play it besides if you want to really play the original campaigns. I still prefer the style and difficulty of the original Tropico but I find these new ones quite enjoyable and great for new players to the series.
